Report on Ordinance No. 13 of 1903.
I have examined the accompanying Ordinance, entitled "An Ordinance further to amend the Merchant Shipping Ordinance 1899 and for other purposes." And I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
The object of the Ordinance is to prevent the obstruction of fairways and to ensure the better regulation of junks and other vessels employed in the same or similar manner as a junk.
