I am now advised by

Messrs. Dodwell & Co. Ltd. that in the last day or two the Governor has cabled

to your office recommending the desired alteration in the Law. At the

present moment the United States Government is inviting tenders for the

supply of 2,500 Chinese contract labourers for the Panama Canal Works,

and it is reported that probably some 30,000 will be required. Mexico

is also taking a large number of labourers under similar conditions, and

in order to enable the British Mercantile Marine to have a chance of

participating in the carriage of these labourers I venture to urge that

your Office take prompt notice of the Governor of Hong Kong's recommenda-

tion.
