At a meeting of the Executive Council of the Chamber of Shipping

of the United Kingdom held on the 21st March last I brought to the notice

of the Council the fact that owing to certain sections of the Hong Kong

Ordinance 1 of 1899 British vessels were debarred from carrying contract

coolies from China ports unless the contracts were for service in a

British Possession, and that in consequence the carriage of contract coolies

to other parts of the world was thrown into the hands of the

foreigner. The members of the Council felt that British Shipowners should

no longer be debarred from participating in a lawful and profitable

trade,

and I was requested and authorized to take on behalf of the Chamber

any steps I might consider necessary to bring about the desired result.

After consultation with the London Directors of Messrs Dodwell & Co Ltd whose Branches in China look after the interests of my Firm's

vessels when in China waters, we came to the conclusion that it would be advisable to have representations made to the Governor of Hong Kong with
