As a result of the enquiry a further sum of over 36,000 dollars was paid to Messrs Howard and Stephens, but W. Howard is still dissatisfied and claims further compensation.
He has been informed that Lord Elgin cannot vary the decision of his predecessor, which was that the award must be taken as final and he has therefore appealed to Your Majesty. It is not stated that Mr. Stephens is a party to this further petition.
Lord Elgin is satisfied that W Howard has no just cause for complaint and he accordingly submits that Your Majesty should decline to give any regard to the petition.
