A low net yield has been a concern for some time. I am sure that the Bacteriological Institute, costing over $10,000, has just been completed under my personal direction, and is one of the most complete institutions in the East. It was always my intention that it would be affiliated with the Tropical School, and became a sort of working centre for the East. The whole department has been worked up under my direction. It has gradually extended with the help of the Government, and the crowning point was the recent appointment of Assistant Bacteriologist, Dr. C. M. Healy. I, therefore, looked forward to having much useful work done. I should, however, be sorry if the intentions of the local Government prove correct, as it will be frustrated, and in all probability, the fine Institute will have to be closed.
