CHINESE EMIGRANTS ON CONTRACT.

Referring to your letter to this Chamber on the above named subject, dated 6th November last, I am to say that the statement made in paragraph 2 appears to be at variance with the provisions of the Chinese Emigration Ordinance, Hong Kong, 1889, which (Tenth Schedule) admits of the carriage of coolies to Sumatra, Java, Bangkok, Japan, and other places, and I am to ask therefore why permission was not accorded, other regulations being met, for the conveyance of coolies in the S.S. "Powhatan" to Panama.
