In connection with paragraph (2) of the Resolution, I am to ask whether your Lordship can inform the Council why the "Powhatan" was refused permission to convey Chinese emigrants to the destination named. If the reason for such action on the part of the Hong Kong Authorities is not known to your Lordship, I am respectfully to ask that you will cable to the Governor of Hong Kong for an explanation.
