Herewith is sent print of a confidential memorandum (Eastero.105) issued by the Colonial Office for the use of the Cabinet, and copies of the Hong Kong Ordinances 1889, 1903 and 1904; copy of letter from the Secretary to the Liverpool Steamship Owners Association and the Secretary of State for the Colonies and copy of Memorandum on the subject prepared by the Board of Trade.
The Memorandum first mentioned sets out in detail the history of the legislation with regard to the carrying of Chinese emigrants from Hong Kong, and the application of that legislation to British ships carrying Chinese emigrants from any port in China or within 100 miles thereof.
