In the case under discussion when the coolies are landed they pass under another jurisdiction where the care of His Majesty's Government can hardly follow them; and I submit that in all the circumstances it is well worth consideration whether the care should not be limited to securing proper conditions of shipment and passage and that it should stop short at absolute prohibition.
