Annex to Memorandum handed to the President of the Board of Trade before the Cabinet yesterday.
It was there decided that the Law Officers should be stated as a matter of fact and I refrain from an argument.
The principle will be settled with the Board of Trade.
The letter from the Chamber of Commerce has also accorded.
It should be answered separately.
