I am directed by the Liverpool Steam Ship Owners' Association to draw your Lordship's attention to the fact that British vessels are under the existing Hong Kong Ordinances excluded from participating in the carriage of Chinese Emigrants, who have entered into contracts for service in Mexico and Panama, which contracts I understand have been made with the approval of the Government of China on the one hand and the Governments of the United States and Mexico on the other hand and are perfectly legal in the countries where they are made and where they are to be carried out.
Notwithstanding this, the Association understands that the Hong Kong Government and British Consuls in Treaty Ports have refused to allow British Steamers to carry these Coolies on the ground that the carriage is forbidden by the Hong Kong Ordinances.
