Government Offices were permitted (during the discretion of his Excellency the Governor) to accept our notes in the same manner as those of other Banks and the cheques of firms and individuals are received. We believe that we are correct in saying that moneys collected at the various Government Offices are paid in daily to the Government Bankers; if our notes were so received and paid in to the credit of the different accounts the Government Bankers would immediately give credit for them as the Hongkong and Shanghai Banking Corporation with whom the Government keeps its accounts, accepts our notes as cash although the Government Offices are not allowed to do so. That it would be a great convenience to the public and especially to the Chinese is a statement which can be verified by His Excellency's Officers here, and we would feel much obliged if His Excellency would cause enquiries to be made to confirm this statement to the Colonial Office.

It is most inconvenient that having only our notes with them to pay taxes, fines, or stamp duties, the Public should have to be sent away to change them for cash,

We are willing to and do regularly submit to the government our Monthly average issue (on which we pay to government a duty of 1% per annum) and the amount of cash on hand.

The registered offices of the Bank are in London,

We would further submit that as the Ordinance passed in March of this year prohibits any other Banks from issuing notes without the Government permission, there need be no occasion to fear that the concession in our case would ever form a precedent,

besides which
