We shall be greatly obliged if you will kindly bring the following before the notice of His Excellency the Governor and respectfully beg that our application be forwarded to the Colonial Office in the hope that they may see their way to rescind the order which prevents the various Government Offices here (Land Stamp Revenue, Police Offices etc.) from receiving our notes in the ordinary course of business.
We believe that the order in question was issued sometime about 1863 after the passage of the Limited Liability Act, and in the fear that the Colony would be swamped with Banks registered under these Acts.
This Bank however is the only institution that has ever been started with power under these Acts to issue Notes.
Our note circulation is a very small one and only $450,000 is issued in the Colony of Hongkong and which under the Local Ordinance passed in March last can never be increased without the direct sanction of the Government. We beg to submit in support of our application that our note issue has been freely accepted and well received by the public (as is evidenced by the monthly statement of our Notes in circulation now published in the Government Gazette) and that it would be a convenience to the Public if the various
