106 I am directed by the Comptroller and Auditor General to acknowledge the receipt of Mr. Lucas's letter, No. 20400, of the 26th ultimo, and, in reply, to say that he concurs in the opinion held by the Earl of Elgin that the audit of the accounts of the Canton-Kowloon Railway should be undertaken by the Local Auditor of Hong Kong as part of his ordinary duty and that no special payment should be made in respect of it.
