ASSETS AND LIABILITIES.

4. The Statement of Assets and Liabilities as rendered by the Treasurer shows an excess of Assets of $297,722.83 as compared with an excess of Liabilities on 31st December 1903 of $62,711.46.

LOCAL AUDIT.

5. The audit of the Revenue and certain other Accounts was conducted under my directions by the officers of my Department stationed in the Colony. The acting Local Auditor also examined during the year the Accounts of Revenue of Wei-Hai-Wei.

The collection of Crown Rents in the New Territory which was referred to in my Report of last year as being in a somewhat unsatisfactory state now shows a marked improvement owing to better organization in the mode of collection.

OUTSTANDING QUESTIONS.

6. Two questions of minor importance in connection with the accounts for 1903 are still unsettled, and I am awaiting a reply to an enquiry raised in connection with the accounts for 1904.
