away on tours of inspection at distant places, he recommends, for the favourable consideration of the Earl of Elgin, that, instead of a Clerk, an Assistant Auditor, who would be recognized as a responsible deputy and would fill the Local Auditor's place when he is absent, should be appointed at the scale of salary for Assistant Auditors viz:- £300 by £10 to £400.

3. Should the Secretary of State concur in this recommendation, the Comptroller and Auditor General proposes to select Mr. Richard Fysher Brayn, one of the Clerks of the Head Quarters Establishment of the Colonial Audit Branch, who has recently been passed by Sir Patrick Manson for service in the Colonies including West Africa, for appointment as Assistant Auditor.

4. As there is no P.&O Intermediate steamer to Hong Kong until the 28th of next month, the Comptroller and Auditor General recommends that Mr. Brayn should travel by the Canadian Pacific route leaving Liverpool on the 12th of next month and Vancouver on the 30th, and I am to request that the Crown Agents may be instructed to secure a passage for him by this route.
