I have communicated to my Japanese colleague the views expressed in your telegram No. 176 of the 15th instant.
Mr. Hayashi strongly favours the customs at Dalny being placed under the control of the Imperial Chinese Customs. This course he has recommended to the Japanese Government, and he now awaits instructions on the subject from them.
