WITH reference to my letter of the 10th May last, I am directed by the Secretary of State for India in Council to forward herewith, for the information of Sir E. Grey, copy of a telegram which has been received from the Government of India, stating that they consider Chinese and Shan co-operation in the construction of the Bhamo--Tengyueh Railway desirable.
Mr. Morley agrees with the view taken by the Government of India, and would suggest that instructions should now be given to His Majesty's Consul-General at Yunnan-fu to continue the negotiations for the construction of the line within Chinese territory on this basis.

YOUR telegram dated the 9th May last: Bhamo-Tengyueh Railway. We think it desirable to have Shan and Chinese co-operation in the construction of the line. Copy of the letter of Mr. Litton for which you ask was sent on the 19th July.
