With reference to the letter from this Depart-
ment of the 23rd ultimo, I am directed by Secretary
Sir Edward Grey to transmit to you herewith for the
consideration of the Secretary of State for the Colo-
nies a copy of a telegram which has been received
from His Majesty's Minister at Peking containing a
summary of proposals made by the Chinese Government
with a view to enforcing the recently issued Opium
Regulations.

I am to request that Sir E.Grey may be fur-
nished with Lord Elgin's observations upon the fourth
point in Sir J. Jordan's telegram.
