I desire further information than a telegram received yesterday by the Provincial Treasurer (who is acting as Viceroy during the three months' leave taken by the latter) that E. 1. Chou Fu has been appointed Viceroy of the Two Kuang, and that K'ang Sheng Chao Kanan has been appointed to the Liang Kiang Viceroyalty.
