HANKOW-CANTON Railway. The answer to the first paragraph of your telegram No. 217 of the 13th instant is in the affirmative; but the Hankow-Canton Railway is not touched by the Agreement.

We could not, however, support any other British Syndicate but the British and Chinese Corporation without breach of faith to the French, in view of the correspondence with the Corporation and the French Embassy (see inclosure in our despatch No. 30 of 1906), which commits us to the former in regard to the Hankow-Canton line.

Messrs. Paulings and Co. might be recommended to enter into communication with the Corporation.
