I am directed by Secretary Sir E. Grey to transmit to you, to be laid before the Earl of Elgin,
copy of a despatch from the British Vice-Consul at Saigon reporting the receipt from the President-Maire of that place of the sum of One thousand dollars as a contribution towards the Hong Kong typhoon fund.
Sir E. Grey proposes, if Lord Elgin concurs,
to inform the French Ambassador how highly this gift has been appreciated by the Colony.
