Peking, November 9, 1906, 92 P.M. YOUR telegram No. 188 [of Sth November: Piracy on the West River]. On 24th September I instructed Consul-General at Canton to press on new Viceroy scheme for policing waterways with Europeans, which he had framed in consultation with Governor of Hong Kong and Chairman of China Association there.
Admiral, when here, promised to consider whole question on the spot, and furnish me with report. This left long Kong ou 31st October, and on its receipt I shall at once approach Wai-wu Pu. A copy has been sent to Consul-General at Canton, who has been instructed to keep the question before the new Viceroy. Sir R. Hart, whom I have consulted, will, I hope, lend assistance, but wishes first to see Admiral's proposals.

New Viceroy has been consulting Sir R. Hart by letter, and if latter supports Admiral's proposal, elaboration of practical scheme would be materially facilitated.
