IMPERIAL Customs Edict.

Please refer to your telegram No. 175 of the 26th September.

We agree that the Circular is satisfactory as regards its terms, but we should insist upon its publication either in China or here. Unless they wish to throw doubt upon the sincerity of their assurances that the administration of the Customs is to continue as heretofore, the Chinese Government cannot refuse.
