THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of Mr. Secretary Morley, forwards herewith, for the information of the Secretary of State, a paraphrase of a telegram to the Viceroy, dated the 16th October, relative to the Burmah-China frontier.

Combination of Tengyueh railway negotiations with frontier question is considered inadvisable by His Majesty's Government.

Treatment of former independently of frontier will, in their opinion, afford better prospect of successful issue within reasonable time.
