10. Launches that ply without tow must be examined by the Customs Harbour Master, and will only be allowed to ply if both hull and machinery are in satisfactory condition. All launches employed in the conveyance of passengers will be compelled to cease running if the machinery and boilers are discovered to be too old or the hull rotten,

11. The Commissioner of Customs should issue a proclamation to all owners of launches plying without tow, to the above effect; and any breach of these regulations will be punished by fine as set forth therein.
