4. Guards must be stationed ashore and on guard-boats at any such landing-stage where, as being a less important centre, none at present exist. At every stage where passengers are to be embarked, a ferry-boat shall be stationed for the purpose, and intending passengers must embark by this boat for transshipment to the steamer, after their persons have been searched for arms by the guard. The owner of any launch embarking passengers who have been conveyed on board by other means than the said ferry-boat will be fined $100.

5. Ferry-boats will be temporarily provided by Government free of charge.

6. District Commandants of the River Guard shall select attentive and efficient officers and men for the duty of inspecting passengers. Any obstruction or extortion from passengers should be
