ing with the case. The murderer, Liang A Chiu, who shot Dr.

MacDonald, has been arrested, as have also Chang a Ping, Ch'on

A Chiu, and Li A Chian, who were implicated in the piracy.

The important pirates having all been seized, I am now taking

measures to secure the apprehension of the rest, which shoald,

I think, be effected without much difficulty.

This province, as you are well aware, has always been

hotbed of piracy, and since my appointmont as Viceroy the

reorganisation of its policing arrangements has been my daily

occupation. Notorious pirate chiefs, such as Ou Hsin, Lin Eas

Ssu, Ch'en Ka Wang Hai, Tai Hei Hsiang, and Hou Ta Yang Chin,

have all been captured one after another, and in addition to

these, in three years altogether more than 10,080 pirates have

been punished, exclusive of those who, offering resistanoo,

woro killed on the spot. Formerly over one hundred, or even

soveral hundreds of eases of piracy were reported every month,

but during the last few yours, since the vigorous musdures

which I have taken, such cases, although they have of course

occurred, have been far less common. But the province is exton-

sive
