violence are on the decrease though much remains to be done.

The organization of a proper police force, both ashore and on

the waterways, seems the obvious and only real remedy, and to

effect this I think the assistance of European experts is

absolutely necessary. The difficulty lies in Viceroy Ch'en's

dislike of foreigners and in the expense involved, his financial

position being extremely unsatisfactory. A possible solution

might be a foreign loan for the special purpose, the employment

of a certain number of suitable foreigners for a certain period

being one of the conditions.

I have not yet replied to the Viceroy's despatch as I have

further enquiries to make on the subject of the precautions

to be taken against piracy on British vessels.
