that, In view of the active pursuit, the rest of the
'Sainam"
pirates have scattered and are hidden in Canton and in the
larger towns in the neighbourhood such as Fatshan, Hongkong,
and Macao. Many spies and detectives are looking for them and
rewards have been offered for their capture. With the inform-
ation obtained from those already baken it seems probable that
a fair proportion will eventually be brought to justice,
As regards the distribution of his troops described by
the Viceroy, it is difficult to verify his statements. Some
time ago, in consequence of information received from H.B.M.
Consul at Wuchow, I strongly urged on the Viceroy the necessity
for placing at the disposal of District Magistrates a suffic-
lent armed force to deal with the lawless characters in their
jurisdiction, and I believe he has to some extent acted on my
suggestion, The suppression of crime in Kuangtung and Kuangsi
must of necessity be a gradual process. In spite of the grav-

attention, I have reason to believe, and my opinion is shared
by several persons in a position to speak, that deeds of
violence
