I telegraphed the contents of your telegram No. 139 of July 31st, authorising a claim for £6000 from the Chinese Authorities, to Mr. Mansfield and told him that I would take an opportunity of mentioning the case to the officials here. He begged me to delay taking action until he had sent me a further statement respecting the claims of the ship and the wounded men. To this I acquiesced and warned him at the same time against presenting any claims until they had received your approval. I am now waiting for the above-mentioned statement.
