SHANGHAE-NANKING Railway loan.

I am informed by the British and Chinese Corporation that they received a telegram from their representative on the 21st August to the effect that a decision in regard to this loan had been promised by the Vice-President of the Board of Foreign Affairs in three weeks,

Canton-Kowloon Railway.

Telegram from Bland further reported that Tang expressed the hope that these negotiations would commence that week. Bland was, however, of opinion that unless His Majesty's Legation at Peking made representations on the subject unreasonable delay would continue.

His Majesty's Government are at a loss to explain the reason for these continued delays, and I request that you will inform the Chinese Government to that effect.
