Peking, July 4, 1906.
I HAVE the honour to report that the Russian Minister here informed me the day that he had received the instructions of his Government to effect, by means of an exchange of notes between the British and Russian Legations, an agreement for the reciprocal protection of British and Russian trade-marks in China. I replied that, though I felt sure that His Majesty's Government were in favour of such an arrangement, and had, in fact, as I had noticed in past correspondence, already approached the Russian Government on the subject, I could not enter into the desired agreement without your authorization, which I would at once request.
M. Pokotilow said that the matter was not very urgent, and that he would address me officially on the subject in order to comply with the instructions he had received. A copy of his communication, which contains the draft of the note which he proposes to exchange with one from His Majesty's Legation to the same effect, is herewith inclosed.
I have replied to M. Pokotilow that I would send a copy of his note to you with a request for instructions, and that directly I received them I would communicate again with him.

EN me référant à la conversation de l'autre jour, au sujet d'un échange de notes entre nos deux Légations relativement à la protection réciproque en Chine des marques de fabrique et de commerce de nos sujets respectifs, j'ai l'honneur de vous faire parvenir ci-après projet d'une note que je me propose de vous adresser à ce sujet, et dans le cas où vous en approuveriez la teneur, je vous serais obligé de me faire savoir la date à laquelle cet échange pourrait avoir lieu.

LE Gouvernement Impérial étant désireux d'arriver à un accord avec le Gouvernement d'Angleterre concernant la protection réciproque en Chine des marques de fabrique et de commerce, dûment enregistrées en Russie et en Angleterre, j'ai l'honneur de vous informer que je suis autorisé par le Ministre des Affaires Etrangères de Russie de vous déclarer que le Gouvernement de Russie est prêt à donner suite, par l'entremise de ses Tribunaux Consulaires en Chine, à toute demande relative aux contrefaçons des marques de fabrique et de commerce, dûment enregistrées en Russie, commises par des sujets Russes vis-à-vis des ressortissants Anglais.
