IN reply to your telegram No. 117 of the 27th ultimo, I have the honour to inform you that the newspaper's statement is not altogether exact.

From private information, given me by Tong Shao-yi, I learn that the Chinese Government intend to approach His Majesty's Government on the subject of a scheme they are considering for restricting the use of opium when it is ready.
