I am informed by my German colleague that the German Government wish to re-open discussion on this question until the negotiations for the new German-Chinese Commercial Treaty.
I learn from the French Minister that the manufacture of morphia in China by French nationals could not be forbidden according to French law.
It would seem useless, therefore, at present to continue the negotiations with the Chinese Government.
