With reference to Sir R. Satow's Despatch No. 160 of April 9th I have the honour to transmit to you copy of a Despatch which I have received from His Majesty's Consul-General at Hankow enclosing a translation of the Viceroy of Wuchang's detailed defence of his policy in regard to the Hankow Canton railway resumption loan and the proposed construction loan.

I would draw your special attention to paragraph 5 of this document in which the Viceroy defends his despatch to Mr. Fraser of September 9th granting certain privileges to Great Britain in the event of a foreign loan being required for the construction of the railway. You will observe that His Excellency has now communicated a copy of this Despatch to the Grand Council, Wai Wu Pu and Board of Commerce, who will therefore not be able to plead ignorance of it.
