Clause 5 (2) of the draft is framed to meet the case of companies publishing newspapers in China where none of the individuals connected with or employed by the company are amenable to British jurisdiction though the company has been registered in a British possession and enjoys a British status in consequence.
Sir E. Grey would be glad to be favoured with the observations of the Secretary of State for the Colonies on Clause 5 of the draft order and particularly on the second sub-clause of that clause.
A letter has already been addressed to you on July 2nd on the subject of deportation to Hongkong dealt with in Clause 6.
