I am directed by Secretary Sir E. Grey to state
that consideration has been given to your letter
17303 of the 30th of May in regard to the proposed
amendment of the Hongkong Companies Law with a view
to controlling the publication of seditious matter
in China.
The proposals contained in that letter do not
fully meet the objections previously entertained in
this Department to the amendments proposed, and Sir
E. Grey has adopted the course suggested in the final
paragraph of your letter and as an alternative measure
proposes to take the opportunity afforded by the
preparation of the new Amending China and Corea Order
in Council to insert a clause dealing with this subject.
A copy of the draft Order is enclosed.
