I have received from the Secretary of State for the Colonies a copy of the despatch addressed to you by the Governor of Hongkong on May 5th last on the subject of the recovery under Article XXIII of the Treaty of Tientsin of debts incurred in Hongkong by natives of China who abscond to China and have property there.

If you have not already referred the matter home after first consulting the Judge of the Supreme Court at Shanghai and His Majesty's Consul General at Canton, I request that you will obtain the views of Sir H. de Sausnarez and of R. Mansfield on the proposals made by the Governor and that you will furnish me with your observations on the subject.
