The Board was just in telegraphic consultation with the Yunnan Vice awaiting his reply when the British Government confronted us with the statement that, failing the acceptance by the Chinese Government of the terms offered, it was their intention to instruct the Government of Burmah to occupy and administer the country. In the view of the Board, such action would be very unjustifiable, and it is their duty to request you to inform the British Government that the terms of the IVth Article of the Burmah Convention, regarding the section of the frontier north of 25° 35′ north, should be conformed to, that a careful examination of the features and conditions of the country should be made, and that both countries should in an impartial spirit negotiate a settlement of this question, with a view to an early arrival at a decision.
