Gray that it is not always possible to arrange for the persons deported being shipped direct from the Treaty Ports to their homes, as it will be necessary that due notice in writing be given beforehand to the Consular authorities there so that they may make arrangements for receiving the persons & arranging for their being sent on to their homes, the expenses involved in the course of doing so being defrayed from Consular funds.
