WITH reference to my despatch No. 316 of the 22nd September last to the Marquess of Lansdowne, on the subject of the Canton-Hankow Railway loan, I have the honour to forward to you herewith copy of a despatch which I have received from His Majesty's Consul-General at Hankow, inclosing translation of a portion of a note from the Viceroy, stating the apportionment between the Provinces of Hupei, Hunan, Kuangtung of the Resumption Loan, as promised in Article I of the Loan Agreement, a copy of which was inclosed in my despatch above referred to. I have sent a copy of this despatch to the Government of Hong Kong.

I HAVE the honour to forward copy and translation of portion of a note from the Viceroy Chang, stating the apportionment between the three provinces concerned of Canton-Hankow Railway Resumption Loan, as promised in Article I of the Loan Agreement.
Hupei and Hunan have only forwarded through the Hong Kong and Shanghae Bank here their stated shares of the first payment of interest due on the 6th instant.

Viceroy Chang to Consul-General Fraser.
March 24, 1906.
IN reply to your note reminding me that the first instalment of interest on the Amption loan to the amount of £24,7501. falls due on the 13th of the Chinese moon (6th April, 1906), and asking that payment be arranged, I beg to state that this loan, principal and interest, the officials and gentry of the three Provinces of Hupei, Hunan, and Kuangtung have mutually agreed to report to the Throne that Hunan and Kuangtung be each responsible for three-sevenths, and Hupei for one-seventh.
To my telegrams and despatches in the present instance, I have now received from His Excellency Viceroy Ts'en, of the Liang Kuang, a telegraphic reply that, apart from 150,000 dollars, equivalent to £15,000 surplus profit on the branch line from Canton to Fatshan, which is devoted to this purpose, Kuangtung's three-sevenths share amounting to £4,1781. 11s. 5d. will, to save complication, be handed direct by Kuangtung to the Hong Kong and Shanghae Bank at Hong Kong.
After subtracting the branch line profit, the sum due is £9,750. Adding Kuangtung's direct payment of its three-sevenths to the profit, the total is £11s. 5d., which leaves a balance payable of £5,5711. 8s. 7d, of which Hunan's is £4,1781. 11s. 5d., leaving Hupei to pay £1,3927. 17s. 2d. The sterling shares of Hunan and Hunan will without fail on due date be paid to the Hong Kong and Shanghae Bank at Hankow for remittance to Hong Kong; and I should feel obliged if you would notify the banks at Hong Kong and Hankow of the amounts to be received on the 13th day of the 3rd moon.
