As he was leaving, the Secretary informed me that the Viceroy had received from Yuan Shih-K'ai the Chinese text of the Shanhaikuan Railway Agreement; and I asked the Secretary to forward me a copy privately.
As you will see, however, from the Viceroy's letter, the latter took the opportunity to communicate a copy to me officially; and it is on the lines of this agreement, I understand, that His Excellency wishes to negotiate.
I am now arranging for an early meeting in Canton between the Viceroy's deputies and the Representative of the Corporation.
