I have received Sir E. Satow's despatch No.87 of February 28th last regarding the working arrangements of British Post Offices in China.

I approve the instructions to His Majesty's Consuls proposed by Sir E. Satow in the penultimate paragraph of his despatch, provided that no serious objection to them is raised by the Governor of Hong-Kong with whom you should discuss the matter before issuing them.
