If this course should prove ineffective the question of legislation at Hongkong on the lines indicated in your letter must be reconsidered, but meantime Sir E. Grey would be glad if consideration might be given to the question whether such legislation at Hongkong might not proceed on somewhat different lines from those now suggested.
