With these figures to show what four other Powers have found necessary in order to do the work of a Post Office in Tientsin efficiently, I believe I may conclude my remarks on the proposal of the Hongkong Government to carry on the same business by adding it as an additional duty to a single Consular assistant.

I have the honour to acknowledge the receipt of Your Excellency's despatch No.942 C.5.0. of the 21st ultimo forwarding copies of correspondence regarding the establishment of a British Post Office at Tientsin and asking me whether I consider it feasible to open at that port a branch of the Colonial Post Office under the superintendence of a Consular Officer in the same manner as prevails at most of the Treaty Ports.
On receipt of Your Excellency's despatch I forwarded it and its enclosures to His Majesty's Consul General at Tientsin for his opinion, and I have now the honour to enclose, for Your Excellency's consideration, a copy of Mr. Hopkins's reply.
I entirely concur in the views expressed in Mr. Hopkins's despatch.
