With reference to my Despatch No.87 of the 28th ultimo, I have the honour to inform you that I recently received from His Excellency the Governor of Hongkong a despatch enclosing copies of correspondence between the Government of that Colony and the Hongkong General Chamber of Commerce relative to the establishment of a British Post Office at Tientsin.
Sir Matthew Nathan enquired whether, in my opinion, it was now feasible to open at Tientsin a branch of the Colonial Post Office under the superintendence of a Consular Officer.
I forwarded His Excellency's Despatch to His Majesty's Consul General at Tientsin with a request that he would furnish me with his views on this question.
I have now the honour to transmit to you herewith copy of the reply received from Mr. Hopkins, to-
