that at Kiungchow and Wingpo the postal work is satisfactorily carried out by the Constable,
under a certain amount of superintendence on the part
of the Consul. It appears to me that this system could
be introduced with advantage at the other Consulates.
In some cases it might be difficult at first to find
an able and willing man to undertake the double duties, but
no doubt the increase in the pay would attract a better
class of man than the salary of the constables does
at present, which, as I have had the honour of pointing
out on various occasions, is insufficient under the
present conditions of Exchange and of the general rate
of wages in other employments.
I have therefore the honour to suggest that,
should you approve, instructions should be sent to the
Consular Officers concerned that in future the duties
of the Post Office are not to be entrusted to members
