I received your letter asking for informa- tion as to the alleged cessation of the Hongkong-Yunnan transit trade via Laokay, a few days before my departure from Hanoi and have delayed answering it until my arrival here.

The only thing I had heard, previous to the receipt of your letter, about the incident was a tele- gram to the Courrier d'Haiphong published about the end of last year, to which I think I called your attention in a letter written about the same time.

I then made some enquiries but could not find any- one who had heard anything about the matter in Hanoi.

After receiving your letter, I made further enquiries but still was not able to learn anything definite beyond the fact that there had been trouble of some sort. I accordingly called on Monsieur Morel, the Chief of the Customs Department of French Indo-China, and asked him to tell me what the dif- ficulty
