IN reply to the inquiry contained in your telegram No. 47 of the 7th instant, inform the Chinese Government that the conditions as to manufacture of morphia in China are intended to apply only to commercial manufacture.
With regard to the reduction of the existing duty, you should recommend the Chinese Government to endeavour to persuade other Powers to agree to it, adding, however, that, should the difficulty of reducing it prove insuperable, the matter can be reconsidered.
